Belmopan (WBWTN) - Today marks a significant moment in the history of the Belize Police Department as Commissioner of Police Chester C. Williams prepares to officially hand over command to Deputy Commissioner of Police Dr. A. Richard Rosado in a Change of Command Ceremony scheduled for 1:45 p.m. this afternoon.

Commissioner Williams, who has served as the head of the department for six years and four months, is bidding farewell to a role that has defined much of his professional life. In a heartfelt message shared earlier today with the ranks and file of the police force, Williams reflected on his journey, the department’s progress, and the deep respect he holds for the men and women in the Belize Police Department uniform.

“Good morning officers. Today I bid farewell to this department—a department that has taken all my youth and certainly one that I have grown to love and appreciate,” said Williams.


During his tenure, Commissioner Williams spearheaded numerous initiatives aimed at improving the welfare and morale of officers, including:

  • The delivery of land titles to many first-time landowners.
  • The establishment of a Wellness Center and a gym for officers in Belize City.
  • Expansion of the department’s rank structure, resulting in promotions for over 800 corporals and sergeants.
  • Greater inclusion of the Police Association in key decision-making processes, such as transfers and promotions.

He acknowledged the financial challenges that limited further reforms but emphasized that the department’s successes were made possible through the commitment and integrity of its officers.

“You put your lives on the line every day in service to our country and people, and for that, I say thank you,” Williams stated.


As he prepares to pass the torch, Williams called on the department to give their full support to incoming Commissioner Dr. Rosado.

“His success will also be dependent on your commitment and support,” he said. “I have no doubt that he will continue the work that we have started.”

The Change of Command Ceremony will take place this afternoon, marking a new chapter in leadership for the Belize Police Department. Commissioner Williams closes his chapter with gratitude and pride, leaving behind a legacy of progress and service.
